Capacity Building Division
The mission of the Division is to develop and sustain European Border and Coast Guard capabilities.
The main tasks of the Division are:
- Support development and implementation of Policy Cycle on European integrated border management
- Develop and deliver capabilities in support of the Frontex timely, effective, adequate an affordable response to challenging situations at the external borders of the EU, in the prefrontier area and in third countries
- Plan capabilities and establish pools from Member States including technical equipment and personnel. The Division manages the pools and makes them available for deployment to Frontex operational activities. It further provides the pools with its own capabilities, acquiring and, without prejudice to Deployment Management Division’s mandate, managing equipment and service contracts throughout the lifecycle
- Represent excellence in border guard education and training, promoting high professional and ethical standards that are applied for adequately preparing the members of the standing corps for their deployment in Frontex operational activities and border and coast guard staff of the Members States
- Generate knowledge through research and technology foresight that contributes to transformative innovation in technologies and processes for the Member States and the agency. The Division contributes to EU border security research, co-creates through testing innovative products and services with added value for end users in response to capability gaps and needs for new competences, performs market research, manages an overall process of standardisation for the purpose of interoperability and supports Member States in developing capacities linked to the deployment of new border control systems, and coordinates an improved interaction with industry and academia.
The Capacity Building Division consists of the following units: Engineering and Acquisition, Training, and Research and Innovation.
