International organisations

Frontex aims to work together with international organisations, benefiting from their global presence, in-depth understanding of regional contexts and unique expertise. The agency values its long-standing structured cooperation with several international organisations, among them the UN Refugee Agency (UNHCR), International Organization for Migration (IOM), UN Office on Drugs and Crime (UNODC), International Criminal Police Organization (INTERPOL), and Organization for Security and Co-operation in Europe (OSCE). Considering its enhanced mandate, Frontex will continue reviewing and strengthening existing partnership frameworks and explore new avenues for cooperation.

In order to contribute to the global broader objectives of migration management, Frontex continues to cooperate - among others - with IOM, UNHCR, OSCE Office for Democratic Institutions and Human Rights (ODIHR) and the Council of Europe, particularly on return-related activities, international protection and respect of fundamental rights.

In its efforts to prevent, detect and combat cross-border crime, operational cooperation with international actors such as INTERPOL, UNODC, OSCE and MAOC-N are important.

As part of the European coast guard cooperation, Frontex will seek a closer partnership with the IMO, including in preventing unlawful practices associated with the fraudulent registration and fraudulent registries of ships and seafarer’s maritime certification.

Frontex will also explore cooperation with the World Health Organisation (WHO), particularly aiming at strengthening health and safety measures at the borders.

United Nations High Commissioner for Refugees (UNHCR)

UNHCR assists Frontex in developing its training tools on human rights for border guards, including international protection, and takes part in certain Frontex training activities. Frontex and UNHCR have also cooperated in selected joint operations and are working together on risk analysis and technical assistance projects in third countries.
