Frontex, the European Border and Coast Guard Agency, is inviting all commercial entities offering car fleet management solutions to participate in the upcoming Industry Days on 11 October 2023*.
The Frontex Industry Days provide an opportunity for industry representatives to showcase their latest technological developments and innovative state-of-the-art solutions with the Agency’s expert community and Member States’ representatives.
As an integral part of the European Union’s security infrastructure, Frontex coordinates the cooperation between national border guards, ensuring the security of the EU’s borders against unauthorised border crossing and helping to harmonise border control across the EU. Given the complexity and geographical expanse of its mission, Frontex has an operational fleet (which will gradually increase over the years) that will consist of 250 owned and 500 rented/leased vehicles by 2024.
Frontex is seeking to explore strategic partnerships with commercial entities to maintain the efficiency and effectiveness of its fleet and, consequently, to examine the possibility outsourcing certain aspects of fleet management to external providers.
The fleet management solutions should include:
Vehicle registration and de-registration: The service provider will be responsible for ensuring that all vehicles in the fleet are properly registered in accordance with local regulations and that registration is renewed as required, as well as de-registering vehicles in one country and registering them in another.
Vehicle maintenance and repair: Ensure that all vehicles, whether owned or leased, are properly maintained and serviced according to manufacturer recommendations and legal requirements. This includes regular preventative maintenance, necessary repairs, towing, and mandatory inspections.
Fuel management: Overseeing all aspects of fuel management, including fuel card management, fuel consumption monitoring, and optimisation of fuel efficiency across the fleet.
Accident and insurance handling: Representation on insurance related matters, claim management.
Driver training: Providing drivers with the necessary training, including defensive driving, handling of emergency situations, driving in different weather conditions, daily and weekly vehicle checks and basic vehicle maintenance.
Telematics and fleet tracking: Implementing and managing a telematics system to provide real-time tracking of all vehicles, ensuring efficient vehicle utilisation, and providing critical data for fleet management decisions.
Vehicle transportation: Fleet transportation from one operational point to another.
Reporting: Liaise closely with HQ to ensure record keeping, data management and appropriate reporting.
Vehicle disposal: Managing the disposal of vehicles that are no longer usable.
Frontex expects participants of the event to raise any observations, limitations or obstacles, whether legal or technical, related to fleet management solution described above.
