Invitation to Frontex online Vehicle Rental Industry Day – 6 July 2022

Frontex, the European Border and Coast Guard Agency, is inviting commercial operators that offer vehicle rental or leasing services to its Industry Days coming up on 6 July.

Frontex Industry Days will allow industry representatives to share their latest portfolio of vehicle rental or leasing services with the Agency during live virtual meetings.

Frontex operations span across different geographical regions and environments, which requires a wide transportation fleet provided in a compact, flexible, and sustainable format. 

Vehicles used in operations must perform under a range of climate conditions, geographical regions, users and operators, road conditions, and may need to support additional equipment and customisation. 

The operational requirements for vehicles are grouped into two main categories - patrolling and on-duty transportation - considering the points of reference and the related capabilities described below.  

Area of operations: EU and neighbouring countries. Frontex operations are performed mainly in Member States that are at the external border of the EU – Finland, Estonia, Latvia, Lithuania, Poland, Slovakia, Hungary, Romania, Bulgaria, Greece, Italy, and Spain, including the Canary Islands. Additionally, operations might take place in third countries, such as Ukraine, Moldova, Serbia, Albania, and Turkey. Each company should state in which countries they can operate, providing the minimum area and the entry threshold in Lithuania, Latvia, Finland, Poland, Romania, Slovakia, Greece, Bulgaria, Italy, Hungary, and Spain.

Operational environment encompasses mountains, forests, ordinary roads and side tracks that require specialised vehicles, described for reference below: 

Patrol Vehicles:  

  • 50 Branded Heavy duty 4x4, type N1G or M1G off-road specification, 5 seats e.g. Toyota Hilux, Jeep Rubicon, Fuel type Petrol / Diesel / Hybrid AT / MT / Studded tyres, depending on the area of patrolling - compatible with the standard size dog cage. Rear hardtop cover.   
  • 100 Branded Light SUV AWD type M1G e.g. Dacia Duster Volvo XC60 Fuel type - petrol/diesel / Hybrid, AT tyres- compatible with the standard size dog cage.  

 Transport cars: 

  • 300 M1 type, B Segment e.g. Ford Fiesta, C Segment e.g. VW Golf, D Segment e.g. Ford Mondeo, VW Passat, 2x4, Fuel Type Petrol / Diesel / Hybrid  

 Transportation Van for 8+1 persons:  

  • 10 Van type M1, 8+1 seats, e.g. VW Transporter, Mercedes Vito, Fuel Type Petrol / Diesel / Hybrid. Is it possible to separate the driving compartment from the rear compartment?  

Transportation Van for goods/cargo:  

  • 1 Van type N1, 1 seat for driver and 1 or 2 seats in the front for passengers e.g. VW Crafter, Ford Transit, Mercedes Sprinter, Volkswagen Caddy, Fiat Ducato, Fuel Type Petrol / Diesel / Hybrid.  

Motor Scooter (only for islands, Greece, Italy & Spain)  

  • 20 Motor Scooter for commuting purposes across the islands.  

The company should have resources to assure all types of vehicles. Any restrictions on car usage – legal or technical - should be mentioned by the company.  

Other requirements:  

  • Rental period between 1 month and 1 year.   
  • Monthly payment.   
  • The rental/leasing company should provide full maintenance of vehicles, including tyres changing where necessary. Frontex will pay only for Tolls, Fuel, AdBlue and windscreen liquid.   
  • The cars must be fully insured (including repair of tyres and all windows, including windscreen) because of the usage-specific conditions, depending on the border environment. Non-deductible own shares in case of damages are allowed.   
  • Online vehicle booking system, with 24/7 helpdesk/remote support.   
  • Constant fleet readiness, backed by a plan in case of accidents, maintenance works or other circumstances causing unavailability of the vehicle.   
  • Vehicles should not be older than 5 years and should not have higher mileage than 50.000 km.
