Procurement

Frontex is an autonomous EU Agency and has therefore its own Financial Regulation.

In accordance with art.85 of this Regulation the relevant provisions of the  Financial Regulation applicable to the general budget of the Union (Council Regulation (EC, Euratom) No 966/2012 amended by Regulation no 2015/1929) including Title V for Procurement and the Commission Delegated Regulation (EU) (No 1268/2012 amended by Regulation no 2015/2462) shall apply, subject to Article 86.

As of 2 August 2018 the Regulation (EU, Euratom) 2018/1046 on the financial rules applicable to the general budget of the Union, repealed  Regulation (EU, Euratom) No 966/2012 (2012 Financial Regulation) and Commission Delegated Regulation (EU) No 1268/2012.

According to the above mentioned  Regulation 2018/1046 Title VII - Procurement and concessions and Annex I - Procurement , the choice of the tender procedure and advertising requirements depends mainly on the threshold amounts of the contracts foreseen and is currently as follows:

Negotiated procedure with a single supplier/service provider

No advertising

Value of the call for tender:
€15,000.01 - €60,000.00

Minimum procedure required
Negotiated procedure with at least 3 candidates without a contract notice

Advertising on Frontex Webpage

Value of the call for tender:
> €60,000.00 and less
than €144,000 for supplies
and services

Minimum procedure required
Negotiated procedure with at least 5 candidates without a contract notice
